The State Auditor said CCNC saved money for Medicaid. Good. Because taxpayers have spent hundreds of millions on CCNC.
But page 30 of the Audit shows CCNC saved $352/recipient between 2003-08 and then raised costs $210/recipient since 2008. So did CCNC save money years ago but not now or is it all statistical noise?
There is an answer. Make CCNC and managed care and provider led entities compete for Medicaid business. Competition, not lobbying, gets the best deal for taxpayers.
